Northern Ireland update: new rules for smoke, heat, and carbon monoxide alarms in private rentals

The Department for Communities has published a summary report following a 12-week consultation on new regulations for smoke, heat and carbon monoxide alarms in private rented properties.

The Department for Communities has published a summary report following a 12-week consultation on new regulations for smoke, heat and carbon monoxide alarms in private rented properties. These regulations are part of the Private Tenancies Act (NI) 2022, Section 8. 

What are the new minimum standards? 

The  new regulations set minimum standards for the type and placement of alarms in private rented properties. These include: 

  • at least one smoke alarm in the room most frequently used for daytime living and in every hallway/landing on each floor 

  • a heat alarm installed in every kitchen 

  • a carbon monoxide alarm in any room or hallway containing a fixed fuel-burning appliance or flue. 

Key dates 

New tenancies granted on or after 1 September 2024 must comply with the regulations from the start of the tenancy. 

Existing tenancies granted before 1 September 2024 have until 1 December 2024 to comply.
